Where are Win7 Default Programs in Control Panel--Programs and Features?

I'm trying to set a program to be the default choice for certain file types.  Could it be that one of the recent updates is blocking this?  One site said to go to Default Programs in Programs and Features in Control Panel.  Well there is no Default Programs there. Just a place to uninstall existing programs.  Could it be missing because a Service may have not started or have been disabled or not running Automatically?

    Guess I should have stated the obvious:  I've done what I normally do when setting default programs.  Its that way, or in the program itself or in Control Panel, Default Programs.  Obviously none of those worked. 

    So....any suggestions?

    Unfortunately no other immediate suggestions.  When did it break?  Have you perhaps tried using Windows System Restore to go back a few hours or days to before the failure began?

    Here's an easy way to do it more directly.

    Say you want your .jpg picture files to open with PhotoShop instead of Paint.  All you have to do is:

    1)  Just right-click any .jpg file, point to "Open with" and then "Choose Default."

    Now you can pick the default you want, tell it to use it every time, and you're done.
