I think all of them are Essential for start up. except from CCleaner Monitor i think the function of this start up key is to look for junks and updates for itself. but that is not important since you can always run CCleaner if you like updating it or applying a clean up for your system.
Turning startup programs on or off
I have Win 7 - IE11 is my browser. My list of startup programs/services is not very long, but can someone suggest what could be turned off at startup? The startup items are pasted below is from CCleaner. (I won’t disable MSE antivirus from the list, of course.):

Yes Startup Common Secunia PSI Tray.lnk Secunia C:\Program Files (x86)\Secunia\PSI\psi_tray.
I'd appreciate any help on this. Thanks in advance.

2018-02-17T17:13:53+00:00 Google is actually a great resource. You should use it.
Some of those items are intended to check for updates to various applications. IMO, you don't need to do that. Others are "control panels" or other means of configuring things that you probably don't need to configure everyday; if reconfiguration is needed, you can manually start the necessary application. Aside from MS Security Essentials, none of them is actually required.
Aside from slowing down your startup sequence and pestering you to download largely unnecessary "updates," most of the entries won't take up much of your system's resources once things settle down.
If I were you I'd keep the following and disable the rest. Even some of these can also safely be removed. If you disable rather than deleting the entries, you can run for a while and see if you notice any issues. You can, of course, do your own research and decide for yourself.
- HKLM:Run HotKeysCmds Intel Corporation C:\Windows\system32\hkcmd.exe
- HKLM:Run IgfxTray Intel Corporation C:\Windows\system32\igfxtray.exe
- HKLM:Run MSC Microsoft Corporation "c:\Program Files\Microsoft Security Client\msseces.exe" -hide -runkey
- HKLM:Run Persistence Intel Corporation C:\Windows\system32\igfxpers.exe
- HKLM:Run RTHDVCPL Realtek Semiconductor "C:\Program Files\Realtek\Audio\HDA\RtkNGUI64.exe" -s
1. Enables "Hot Keys" for your Intel Graphics adapter (for example, lets you rotate the screen by pressing CTRL+ALT+down arrow (upside down)).
2. Also related to your graphics adapter. Adds an icon to your "system tray" (near the clock).
3. MS Security Essentials
4. Also related to your graphics adapter. "Its function includes enabling display resolution settings to persist when a monitor is disconnected or turned off; without it, according to Intel, the display would lose its resolution every time it was turned off. Intel says it is critical to proper running of the display driver as a whole and should not be shut off."
5. Sound card control panel.

2018-02-17T23:08:43+00:00 Thank you very much for your detailed suggestions. I found them very helpful. I really appreciate that you took the time to answer my question. BTW, I do consult google a lot, but found some of the advice confusing in regard to my issue.
Thanks again.

2018-02-17T23:02:38+00:00 I'm aware of the MS...sysinternals/...autoruns program to help troubleshoot issues, but I'm not very computer savvy, & I find the program a little intimidating. I think CCleaner is a useful basic, free & fast cleaning tool. I don't get the paid versions, nor the registry cleaners. But I can remove the CCleaner from startup as suggested by another responder.
Thank you for your reply.

2018-02-17T20:58:43+00:00 Standard technician tool for years has been Autoruns.
https://docs.microsoft.com/en-us/sysinternals/downloads/autoruns
I strongly recommend that if you are not an expert that you avoid use of Ccleaner.
