Unable to turn off "Restricted Mode" in YouTube

Just 2 weeks ago, somehow, "Restricted Mode" in YouTube turned "ON" and nothing I do turns it back to "OFF". I am the admin. I am in my home. There are no people in my "Family." Every browser I use on my laptop (WINDOWS 10 - Firefox, Chrome, Edge) now restricts what I can view on YouTube (pretty much EVERYTHING......including CLEAN videos). Again, this JUST started happening.  It is not my account because "Restricted Mode" is "OFF" when I use the app on my phone.

Yes, I have clicked on "Settings," turned "Restricted Mode" to "OFF" and saved the "OFF" setting. It does not work. I done it more than multiple times over multiple days. 

What switch in Windows 10 changed to make this happen and can I back it out?

    Give this a try:

    Open Start, type: CMD

    Right click CMD

    Click Run as administrator

    At the command prompt, type:

    netsh int ip reset

    Hit Enter

    Exit the prompt then restart

    Open Start > Settings > Update & security > Troubleshoot

    Scroll down

    Click Network adapters

    Click Run the Troubleshooter

    When complete, restart to see if the problem is resolved.

    If not, press Windows key + X

    Click Device Manager

    Expand Network adapters

    Right click your adapter

    Click Uninstall

    Exit Device Manager, restart. Windows 10 should detect the network adapter then reinstall it. Check if you can connect and browse.

    also try:

    Open Start > Settings > Network & Internet > Status

    Scroll to the bottom then click Network reset.

    Try changing to a Local Account since this is likely lodged in Microsoft Account: http://www.zdnet.com/article/windows-10-tip-swi...

    If unable to switch back then create a new Local Admin Account to sign into and test if that works: http://www.howtogeek.com/226540/how-to-create-a...

    If so then you can move into the new Account and later delete the old account in Settings > Accounts > Family and Other Users, or by another method I can give you.
