An account owner cannot see its resource group

I am a co-owner of a subscription and this subscription will be shared between some accounts. I will create a resource group for each account and they will be the onwer of theirs resource groups. For example, I created the resource group ffeliciano, In the subscription IAM, the fabio.feliciano account has Reader privilege. In the resource group ffeliciano;; , the fabio.feliciano account has ONWER privilege. The question is Fabio Feliciano cannot see any resource and the subscription is selected. Have I skip some step?

    Could you please give more details such as a screenshot? A resource group owner can create any Azure resource within the assigned resource group. If the user cannot create or see the resources, please double check again if this is granted to wrong resource group or subscription. The user should not need to be an owner of subscription to do this.
