Ok sorry. There are a few ways to try. I have pretty much been able to get any software or device installed and working on newer Windows versions using compatibility mode with software and drivers for older versions since Vista to 10. That is what compatibility mode is for. And 32bit programs run fine on 64bit OS, as most all software and their drivers are 32bit to begin with. That is why there is Program Files and Program Files(x86) install folders on 64bit OS.
Then when it comes to printer, scanners and printer/scanner combos, they are a bit different as 32bit will not operate on 64bit and obviously 64bit is a no go on 32bit OS.
But it may be possible for the 32bit EPSON Scan or Epson Scan 2 Utility to work on 64bit OS. Then there is another thing, what is the difference between scan and scan 2 utility. Would both work for this device before on older Windows version. So this is what you have to sort through for a solution.
So you can try these options.
Now I am not sure if the 1240 and 1240U would originally use same drivers either. There is no listing searching for Just 1240, all results come back for 1240U on web and at Epson., so these must be the only driver packages.
I see the only drivers are for 32bit OS. There has never been any for 64bit. So since it is not a Printer,
I can assume 32bit will install and work on a 64bit OS.

Now I did discover this for your device or maybe they put it on every scanner page to check out.
There are 3 optional solutions from the Windows Store through Epson For the Windows "S" Version, which shouldn't make a difference in this regard, However, the Epson one does not list your unit as compatible.
The Windows Scan & Windows Fax and Scan may work, I do not know.
**I would make this my last resort to try.

This is listed as compatible for 7, 8.1 and 10 64bit OS,
So I would just try this first as a normal install, Restart PC.
If it does not work, go to update driver, search for driver in C:\Epson and try windows 8.1 or 7 compatibility and then Restart PC.
If this does not work, Go to C:\Epson and any correct drivers for it that you loaded before, right click on them and select properties>>UNCHECK BLOCK APP>>Compatibility tab>>Change settings for all users>>Run this program in compatibility mode and select>> first try 8.1 and if no success, change to 7 and try again. Go back to device manager and manually install the driver again with these set for compatibility.
If this does not work, this is how it worked for others.

Now I found a solution for Win 8.1 OS for the Epson Perfection 2400 Download drivers for Windows 7 and was installed and it works for Epson Perfection 1240u.
- Unplug the scanner
***Uninstall any previous installation and delete Epson folder in C:\ and RESTART PC.
- Get the Epson Perfection 2400 Download drivers for Windows 7 from Epson (Epson Scan 3.0.4/20.68 MB)
- Install the software and driver
- Scanner (does not find any drivers)
- In Device Manager > View Tab - Show Hidden Items > Image processing equipment should be found now.
- Right-click > Properties > Driver > Update Driver
- Search for driver software on your computer
- Select from a list of device drivers on your computer > image processing devices
- Manufacturer: Epson, Model: Epson Perfection 2400 Select and confirm runs on Windows 8 64 bit. The software EpsonScan is unfortunately tight,.
