how to turn off or disable download restriction

upon the update of windows 10. i have encountered some errors specifically in terms of download. i tried to turn off the firewall but still nothing happen.

and i cant find where to turn off the download restriction can you help me pls :(

when downloading there is a prompt that says that it has been blocked >_<

Try turning off Windows Defender(That's what I use), Mcaffee, or whatever Anti-Virus Application you have enabled. I don't have a credit or debit card because I'm 14, but...HECK! What do I know?! The option I gave may or may not work. I'm wanting to be an engineer or an electronic and Automobile designer. So, I'm not really an expert about PC's, Mobile Cells, or Tablets. But, I do have knowledge. So, just try the option, if it works message me or if it doesn't...Just message me. I wish you the best of luck!
