Did you try creating a folder on the External drive then copy and paste them there?

Another thing I recommend you also try is disable Controlled Folder Access...
Open Windows Defender Security Center
Click Virus & threat protection
Click Virus & threat protection settings
Scroll down to Controlled folder access
Toggle it off
Try copying them again.
Do you have any other important data on the drive?
Hi Andre, I haven't tried that yet. I've tried formatting but for some reason it won't let me do that. I'll keep trying.
Hi Charlie, it's a new hard drive and I haven't formatted it at all. I'll try it now. It never occurred to me .

How many photos are on the drive? I’d like you to reformat the drive, and then start the transfer process again.
Open up “This PC” right click on your external drive, and click format. Keep the defaults, and click start.
Once it’s done, start the transfer process again.
Please note, when the drive formats it’ll erase.
