Spinning blue circle next to mouse pointer

I am running Windows 10 on a new (< 1yr) ASUS laptop. This week a blue spinning circle (same as loading symbol) has appeared next to the mouse cursor and constantly flashes there. This coincided with the installation of a major update from microsoft. Can you tell me how to stop this?

    This is an incredibly frustrating issue. I do a lot of screen capture recordings and I can't have my mouse arrow popping up a blue circle every 4 to 5 seconds. I'm not sure exactly when this started for me, but now that I'm ready to do some more recording I'm noticing it constantly. 

    Here's a solution I've found to at least stop the blue circle: 

    1. Start with the Microsoft suggestion of going to the mouse properties.
    2. Click on the "Pointers" tab.
    3. Select the "Working In Background" pointer and click on "Browse"
    4. Select the first mouse arrow option (the one that looks like a normal mouse arrow)

    This doesn't get rid of whatever is causing the system to have to keep working in the background, but it will at least make the blue circle stop popping up.

    The issue that you’ve encountered regarding the mouse pointer on your Windows 10 computer may be caused by some programs or applications that are running in the background or the configuration for the device. To sort out your concern, we suggest that you manage the Mouse Properties from the Control Panel to verify if the issue is not related to it. To do this, you may follow the steps below:

    1. Click Start, type Control Panel and press Enter.
    2. On the Control Panel search box, type Mouse, and then select it from the search results.
    3. Click the Pointers tab, under the Customize section, select the Normal Select option.
    4. Save the changes by clicking the Apply > OK button.
    5. Once you’re done, you may check if the issue persists.

    This did not work. The setting was already Normal. No change to the blinking circle. Any more ideas?

    Wow. I did this with the Working in Background pointer AND the Busy pointer (also a blue circle).  My system remains completely responsive (apparently even when the system is busy or working in the background). It seems the only thing that was actually interrupting and degrading my interactive experience was the screen display of the blue circle. The actual background business of my system is not even noticeable (now that evil blue circle is not longer there to annoy me).
