Open Settings and go to the narrator options (under Ease of Access section) and you'll see a checkbox you can turn off to disable the shortcut.

I turned off the narrator from the level of Windows settings as you wrote, but unfortunately you can still activate it with keyboard shortcuts ctrl + alt + spbacebar or alt gr + spacebar in MS Outlook 365 - - >> new message

    Thank you for your answer.

Do you know how disable shourtcut altgr + spacebar in Outlook 365?

I can block by the group policy, shortcut "ctrl+alt+spacebar"  with values (32, 24), but I do not know what the values to set for the shortcut "alt gr(right alt)+ spacebar" - can you help?

Right -- that's a function inside those programs and only works if the program is running and has focus at the moment.  There's no option to disable that or any other shortcuts inside the program (for example, Ctrl+S will always "save" when you're using Excel, or Alt+S will always "send" a message in Outlook... you can't disable those, you can only refrain from using them).
