Spotify has a Microsoft Store app & also a separate regular program.

If the regular program you can right click the Taskbar, choose Task Manager & click on the Startup tab.   There you can disable it from starting.

I've uninstall Spotify app.  It can be found in the start menu items.  Right click it there and look at its options.

Good luck. Spotify actively resets itself to load at Windows startup. This has been a complaint in Spotify user forums and on Reddit for years. I eventually threw in the towel and now I only use the Spotify web interface on my PC.

I can delay apps on startup with my WinPatrol https://www.winpatrol.com/

Amongst many things it will do is to alert me if a strange/unknown program is trying install itself

I have the free version - I have no need for the new all-singing all-dancing version
