Computer lags and freezes when i move my cursor

I have had this problem for about 3 days now I tried factory resetting the computer it didn't help. My computer freezes completely every 3-5 seconds when I move my cursor with my wireless mouse or the touch pad. The computer runs fine when I don't have to move the cursor like how I am typing now it isn't freezing any. I have tried uninstalling the drivers for both the mouse and touch pad and it didn't work. I tried to look up the HID processor V2 thing but I don't have that installed. Is that the problem or is it something else. I did launch it in safe mode and it doesn't lag any. I don't have anything on this pc after the reset except Chrome.

Specs:

Processor: AMD A6-6310 APU with AMD Radeon R4

Graphics 1.80 GHz

Ram: 8gb (6.93 GB usuable)

    After a lot of back and forth, I have fixed this issue on my laptop.  The problem is with the ATI display adapter driver.  You have to disable windows update from trying to automatically update the device drivers (its a registry editor fix), then install an old version of the driver.  I used version 16.12.2. 

    I found the driver here:

    Radeon 16.12.2 Driver - Win 10 x64

    Do a custom install, select all the boxes to install all of the features, and use the "CLEAN INSTALL" button.  It takes a while, but the hiccups will be gone.

    Of course the other option is for Microsoft and AMD to come up with a fix and release a new driver.... Good Luck!

    not sure if this is useful to anyone but i have a dual monitor setup and I was running the display setting "Duplicate these displays" so that both monitors would show the same screen. Whenever I would turn off one of the monitors, I would get the lag spikes whenever I moved the cursor, but as soon as I turned on my other monitor (after following all the troubleshooting techniques in this thread for like an hour) the problem solved itself. rip one hour of my life

    Doing all that will not solve the problem, its been an ongoing problem they refuse to address or fix, they have us jump through all these hoops and " FIxes and its been a problem since 8.1 -10. its a windows problem, not a mouse problem. Usually a conflict with windows Hid and realtec's sound driver. but they refuse to fix. they should go back to windows 7 mouse platform, because if you use a gaming mouse or anymouse with high dpi, this is always going to be a problem every windows update.

    Thanks a lot to all the people that answered and asked in this post, and especially to ESW. I didn't find a solution for this problem until I read this post and this specific answer. Thank you a lot. Also to the support that tried to solve it, but it is something between windows and AMD that need to solve in the driver.

    Hello,

    Computer freezes or lags may be caused by driver compatibility. For us to isolate the issue, kindly answer the questions below:

    • Does the same thing happens when using your touch pad while the wireless mouse Bluetooth dongle is removed?
    • Have you tried connecting your wireless mouse Bluetooth dongle on a different port? How was it?

    We recommend that you check and install any available Windows update, follow the steps below:

    1. Click the Start button, enter "Windows Update" in the search box, and then, in the list of results, select Windows Update.
    2. In the left pane, select Check for updates.
    3. On the Select the updates you want to install page, look for updates for your device, select the check box for the driver that you want to install, and then click OK. There might not be any available driver updates.
    4. On the Windows Update page, select Install updates. Windows Update will tell you if the updates were successfully installed.

    If the issue still occurs, try updating your display driver by downloading and installing the driver from your device manufacturer's website.

    Let us know what is the result of the troubleshooting.
