Let's isolate the concern if it only happens with the current account or not by using a new one. Create a new user account and log it in. See if the issue persists on the test account. Let us know here.
Can't change LAN or proxy settings
I can't change lan settings and also proxy settings. I am the administrator of this computer.Therefore I can't access internet.
When I change proxy settings automatically it always keep manual proxy setup.

The grayed out LAN Settings can be due to a changed in local or group registry. Let's first try resetting your Internet Explorer settings. To do so, go to Internet Options > click the Advanced tab > press Reset under the Reset Internet Explorer settings. Otherwise, we recommend following the solution posted on this thread by Allan Mej to continue the resolution. It still applies to Windows 10.

I did that all but it didn't work on me. Then I scan whole computer after that it seems like ok. But some times it appears.
Not only that I can't change my profile picture also.
