WIndows 10 PC won't shut down fully.

I have a Windows 10 PC that won’t shut down fully. It requires the power button to be held for around 5 seconds before the light on the front extinguishes. On restart it takes around 4 to 5 minutes to boot up into login screen.   A” restart” instead of shut-down functions, but the boot time is still 4 to 5 minutes.

 It is an HP All-in-One  Windows 10  Home  PC with 64bit operating system. I have been trawling the internet forums for around a month now and have tried everything that I have come across from disabling the fast start, controlled shut downs from various command prompts.  System file scans etc,    All of the drivers are functioning (No yellow exclamation marks). You name it I’m sure I will have tried it.

I’ve booted up  in Safe Mode, saw nothing obviously wrong but the shutdown function just hangs up and requires the power button to be depressed for 5 seconds.  The power management driver I have is  an Intel(R) Power Engine Plug in version 10.0.16299.15. Almost every forum  I have read refers  to Intel(R) Management Engine interface which I do not have.  I probably first experienced power management problems with this PC(2 years Old) when it would not wake from sleep around a year ago but eventually opted for the PC never going to sleep to get around the problem. Only around a month ago did the PC exhibit its current problem.

Other relevant points are that I’ve tried booting from  the DVD drive (BIOS changed so DVD First in line) with the intention of creating an image file with an ACRONIS OS  disc. The PC didn’t want to know. (ID seen it working on another PC First). The drive made a few noises but progressed to the usual boot up.

On One forum I found this instruction below but I could not find a program called gpedit.msc  on my PC or anything equivalent. (I’m not even sure it will help however).  HELP !

 Windows Key + R -> gpedit.msc -> Computer Configuration -> Windows Settings -> Security Settings -> Local Policies -> Security Options -> find this entry "Shutdown: Clear virtual memory pagefile" -> right click -> Properties -> check "Disabled", then apply and exit.

    Hi,

    One of the possible reasons that this issue may occurs is due to software programs conflict. To help you with this issue, kindly follow these steps to run the Power troubleshooter:

    1. Click the Start button, then type Control Panel and then press Enter.
    2. Change the View by option on the top-right to Large icons.
    3. Click on Troubleshooting, and click on the View all option on the left pane.
    4. Run the Powertroubleshooter.

    If the issue persists, follow these steps to modify turn on fast startup(recommended) settings by following these steps:

    1. Press Windows key + X, then click Power Options.
    2. Under related settings, click Additional power settings.
    3. Click Choose what the power button do.
    4. Click Change settings that are currently unavailable.
    5. Uncheck Turn on fast startup (recommended) and Save changes.

    Update us with the progress.

    Hi Efraim,

    I tried resetting the pc using the" keep my files" option.

    The installation completed successfully but the problem still persists.

    I tried restoring the pc to an image I created last week but  during boot the PC just ignores the USB hard drive and continues to boot up in windows.

    What do you recommend next ? A clean install without keeping my files ( I have them backed up)

    PS the power options I see are now different. There is no fast start-up option in the " change settings that are currently unavailable"

    Hi Efraim,

    I have tried booting up in safe mode (No Wifi /Networking option) and running the system file checker (SCANNOW Option).

    No errors were found. I also remember running various scans during earlier investigations (In normal mode), one which lasted several hours which also returned nothing. When attempting to power down or restart from safe mode however, the PC freezes just after the blue screen appears and the white dots start to rotate. A forced power down is therefore required.

    I then attempted a Clean Boot while logged on as normal. There is only one logon account and I am administrator. For the clean boot, all non-Microsoft services were disabled  as were all start up programs via the task manager.  Problem was still there. After another boot-up I restored

    the start up programs and all non Microsoft services. Problem still remains.

    At this point I'll re-cap on the symptoms just in case it helps to re-focus.

    On shut-down my display reasonably quickly goes black.

    The hard drive can briefly  be heard stepping around performing actions then stops.

    The only noise thereafter is the sound of internal fan(s).

    Its very like its gone into sleep mode but it is not possible wake the computer by pressing a key or giving the on-off switch a quick press.

    There is a small white light on my display which indicates that power is on.

    This can only be extinguished by depressing the power switch for around 5 seconds.

    (I have also tried leaving it disconnected from the mains supply over night)

    On re-boot, there is some minor activity heard coming from the hard drive, (not much at all) followed by a delay of around one minute before the manufacturers logo (HP) appearing. This is then followed by a delay of around 3 to 4 minutes before the hard drive can be heard bursting into life. Blue screen appears and white dots starts to circle followed shortly after by the logon screen.

    If a Restart is initiated, the system shuts down and there is a period of around 14 Seconds where the power indicator remains on before switching off temporarily. Once the boot up starts the process is exactly the same as described above.

    My PC is set up in such a fashion that the only restore points I now have are after this problem started happening so its not possible go back to a time when things were "normal" unfortunately.

    PS My PC is an All-in-One model so its not possible to disconnect any internal hardware without taking the machine apart.

    Thank you for updating us with the progress after performing the following troubleshooting. When you start Windows by using a normal startup operation, several applications and services start automatically, and then run in the background. These applications and services can cause software conflicts.

    For further troubleshooting, we recommend that you**start your PC in safe mode** and use the System File Checker tool to scan for corruptions in Windows system files and restore corrupted files.

    If the issue persists, kindly perform a clean boot to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows 10.

    Note: After you have finished troubleshooting, follow the steps provided in the same article under Reset the computer to start normally after clean boot troubleshooting.

    Let us know the result after doing the troubleshooting steps.

    Hi Efraim,

    I have completed all of the suggestions except the PC Reset. This was always my last resort and something I had hoped to avoid.

    . I've backed up my important files such as Pictures, Music and Documents on an external hard drive. If you have no other suggestions to try then I will try this soon. I'm guessing that the registry may be corrupted.
