Black bars cover text in office programs as well as any selectable buttons on screen, IE control panel (changing icon size and orientation) will have black bars over the options you can change .

would get more pictures but having issues getting them as the computer isn't cooperating and i'm working on it remotely, The black boxes appear anywhere there is a button i can press I.E. In control panel when i click to change the icons from large to small etc black boxes appear over the selections

    I corrected the issue by running Hitman Pro 64 bit in combination with Malware bytes antimalware, The File found was called reference.exe and was located in the Documents section of the user profile.

    Looks like it could be an issue with your display driver.

    Press Windows key + X

    Click Device Manager

    Expand Display adapters

    Right click the current display adapter

    Click Properties

    Click Driver tab

    Click Rollback driver if the option is available

    If not

    Right click the current display adapter

    Click Uninstall

    Check the box that says, "Delete the driver software for this device.”

    Exit Device Manager

    Restart

    Go to Start -> Settings -> Update & security, then Check for updates and install any available updates.

    If that's what happens, then doing a virus scan is the best place to start. Windows 10 has an antivirus software built into it. So starting there will be the best place to start.
