Error 1324. The folder path '?WINDOWS' contains an invalid character

I've purchased a new HP and when installing the software from the old system I get "Error 1324. The folder path '?WINDOWS' contains an invalid character" while installing office and intuit QB.

Intuit spent 3 hrs trying and was unsuccessful. I myself have tried for 3 days now with no success either. Ran all of the test and repairs and modified the registry as directed with still no success.

I even believed it was an issue with windows installer but everything else installs completely with no errors.

    The folder path '?WINDOWS' contains an invalid character

    -> Folder names cannot contain a question mark.

    I modified the registry as directed.

    -> What was the registry hack you applied?

    Please do this:

    1. Mark the code line below, then press Ctrl+C to copy it.
    2. Click the Windows orb, then press Ctrl+V to paste the code line.
    3. Press Enter.
    4. Open the desktop file Env.txt and copy its contents into your reply.

    cmd  /c  set  > "%UserProfile%\Desktop\Env.txt" & pause

    I've removed the ? in the files directed with regedit.

    C:\Windows\system32\cmd.exe

    This is not the contents of Env.txt. Please try again.

    Please report in detail what you did in the registry. Since the registry contains a few hundred thousand entries, you reply tells me next to nothing.

    after reboot they come back
