Try this.
Go to Start - Settings - Time and Language - Date and Time.
Scroll to Formats and select Change date and time formats.
Under Short Date you should see the option.

Try this.

Type intl.cpl in Windows Start Search box (Cortana) > Click intl.cpl > Change short date format here
