Thanks for the update. That's good to hear that the issue is not happening on a new user profile. Just to clarify thought, the clean boot should just be disabling background programs or apps. You can turn the services on one bye one to be able to see if what service running on the background that triggers the the misbehavior to your apps.
Going back to the current user profile, I suggest that you perform a reset on the apps installed on your computer first. This is so further check and see if the issue might be with the clogging up of cache on your current user profile.
