Can't open Pictures or Video files after update - file system error (-2147219196)

As the title says, since the most recent update (Feature update to Windows 10, version 1803) including the Cumulative Update KB4103721 (that was supposed to fix this issue) I am unable to open any photos or video files.

I have the Microsoft Photo and Movies and TV apps as default. I tried opening the pictures with Paint as well, and got the same error message. I've re-downloaded the files and tried again and they still didn't open. I've ran /sfc scannow (no issues found). I've ran the Windows and Apps Troubleshooter (didn't fix the problem). I did the Windows logo key + Ctrl + Shift + B check. All to no avail. I've checked for new updates and none are available.

Not sure what else I can do at this point, but if anyone has some suggestions I would appreciate it. Thanks in advance.

    Thanks for the update. That's good to hear that the issue is not happening on a new user profile. Just to clarify thought, the clean boot should just be disabling background programs or apps. You can turn the services on one bye one to be able to see if what service running on the background that triggers the the misbehavior to your apps.

    Going back to the current user profile, I suggest that you perform a reset on the apps installed on your computer first. This is so further check and see if the issue might be with the clogging up of cache on your current user profile.

    Hi VZahn,

    I appreciate the details that you've provided. What you experience is quite interesting specially with it happening after an update. What you've mentioned is correct that updates generally work as a feature release to be available to your system or fix under lying issue to strengthen your system. Let's sort things our and see what could've possibly caused it by clarifying the following:

    • Is the issue happening on apps only or is it also happening with programs installed on your computer?
    • Have you tested if is this also happening on other user profiles?
    • Are the files that you tried to open launch on other devices such as a different laptop or a mobile device?

    In the meantime, as an initial troubleshooting I suggest that you run the Microsoft Store App troubleshooter. This way, if the issues are happening on apps only, it'll be able to find issues and also fix issues automatically. In the event that you haven't tried testing a different user profile, you can create a new user profile and name it as test to check if the is isolated.

    create a new user profile and name it as test. - done. All pictures open fine in Test account

    App troubleshooter -did not fix anything

    clean boot - this wiped out my Steam. Great.

    Hi DanThompson3,

    Thank you for keeping me posted. Let's have this isolated further. I suggest that you create a new user profile and name it as test. This is for us to isolate the issue and see if the PowerShell of the current user profile is intact. Also, please run the App troubleshooter I suggest for you to run on the previous post as this would be performing a different set of troubleshooting compiled. This would be detecting issues and fixing them as well relating to the default modern apps such as the Photo app.

    If you've already performed these, then I advise that you perform a clean boot next. This is to check if are there any possible 3rd party programs that might be corrupted or incompatible that might be running on the background.

    Hope that this resolves your concern.

    Exact same issue here after update this weekend.

    All of my pictures have file system error 2147219196 no matter what program I choose to open, default or otherwise.

    • Is the issue happening on apps only or is it also happening with programs installed on your computer?

    No apps, this is a desktop PC. Pictures include new ones taken today and legacy ones going back decades.

    • Have you tested if is this also happening on other user profiles?

    Only one profile on my PC, the Admin one

    • Are the files that you tried to open launch on other devices such as a different laptop or a mobile device?

    Yes open fine on mobile phone. Also these opened for me on this machine perfectly before this last update.

    Trying sfc /scannow as a fix... did not fix. Awaiting help please.
