I suggested to remove it in case anything was depended on it so you won't get any errors. That only works when it shows up in the programs list :)
Feel free to delete as well, you should be fine.
Can I Delete GEAR Software Folder?
In my C>ProgramData folder there's a folder with a random-character meaningless name. It contains a folder called x64 and a file called GEARDIFx. The most recent date on any of this stuff is 2013. I think the whole thing is video related, but I don't know if it's really needed. Can I safely delete this stuff? Thanks.

Actually, I'm not sure what you're talking about. I'm not sure this thing would be considered an app. If by "apps list" you're talking about Settings>Apps, it's not there. It's also not in Programs and Features. As far as I know, the only way I can delete this stuff is to go to the C drive and delete it like any other file/folder would be deleted.
I will say that I recently changed slightly the top folder file name so the thing can't be found. So far, no problems.
