RCA Windows 10 tablet (Model w101sa23t ) Settings, Activity manager, Nothing works as intended!

I received a Windows 10 tablet from a friend that had only been used once. Before they gave it to me they factory reset it and it works fine however the Start menu will not allow me to click on 90% of the options.. Windows update? Nothing happens. Change account? ..Nothing. Activity center? Zip!

 I can manually run many of the control panel options from the RUN menu, And have even tried DISM and SFC both with no errors or corruption but yet the problem persists. I even did the factory reset myself only to have the same issues.

 Checking other areas of this forum I found some advice for powershell from one of the support staff and tried that however half of the packages the powershell was trying to get returned glaring red error messages saying the packages don't exist.

 Since DISM and SFC returned no errors, That should mean the recovery windows on the device should be fine so I can't for the life of me figure out what's wrong..

 I just want to get this tablet to behave normally as windows10 should but it seems whenever I manage to get anything to run at all I get errors as if half of windows is somehow missing. IE: Right-clicking the desktop to choose "Personalize" or "Graphics settings" returns an error window that the "file is not assosiated with a program" which seems a bit screwy since those should be core fnctions of windows..

    Seems like they listened to me when I ranted that the drivers page was broken AND uploaded the proper driver pack that worked there.

     These are the ones I used. Copy to device, Run the uninstaller, Reboot, Then run the re-installer.

     Also keep them backed up in a safe place. RCA support seems as broken as MS's support. (I see too many scripted responses from the technicians here and most of the threads get answered by users.)

    I had to contact RCA tech support in email, Who were every bit as useless as anywhere else that outsources its Technicians to India these days. For the first week the guy kept arguing it wasn't their problem. Then they tried to convince me to send it in. (According to the web, Many people who do this never see their devices again. And after shipping at their own cost.)

     After having to do their job FOR them they finally realized they kept sending me the wrong drivrs and pointing me to a driver page that doesn't exist. (Clicking on DRIVERS for this tablet on their website runs you around in circles.)

     Finally they gave me a set of drivers and an admin set of BAT files that uninstall all the WRONG stuff and installs only the GOOD working drivers. If I can put it up on my Outlook drive I'll post a link later. But all in all it took a -MONTH- to get anywhere with those people.

    I did digging while waiting for a response here, And discovered that the tablet originally had windows 8.1 on it however at some point it seems the win10 upgrade botched up and half the packages are missing. However when factory reset the tablet just copies over the installation, Botched as it is.

     As mentioned before I've done both SFC and DISM and neither returned any errors. However using dism and powershell to re-register missing components I ended up with several red errors about the missing packages however since windows update is one of the many programs apparently 'missing' I can't even do that. What I need, What I REALLY need to fix this is instructions for how to clean format the partitions and image on this device (Which are apparently corrupted despite SFC insisting the recovery image on the device is fine.) with the fresh windows 10 iso I have built with the media tool. I am unfamiliar with using UEFI however, Though I do know how to access it on this device.

     Instead, I'm being told to safeboot a device that's already been factory reset.

    I'm sure you somehow missed the part where I said this is after a ***Factory reset.***There are no 'Third party" programs or devices running. Clean boot makes no difference whatsoever in the behavior mentioned above.
