You can also open a cmd window & type:
explorer.exe shell:appsFolder\Microsoft.WindowsSoundRecorder_8wekyb3d8bbwe!App (all one command), which will open the recorder.

Hi there, we use native sound recorder in Windows 7 to record phone calls, Jabra link 860 with headset have the function of recording phone call by Windows sound recorder.
But "voice recorder" in Windows 10 is not a native software, it needs to be installed from Microsoft store, but according to company policy, M store is blocked in all PCs, is there a way to install Voice recorder w/o M store? other record software are not allow to install in corp PC.

Thank you Time, actually my problem is how to install native Windows 10 "Voice recorder" when Microsoft store is disabled by gpedit.msc, now I found the answer:
in Windows 10, some native software like“Calculator” / Sound recorder are not excutable files anymore, they need to installed from Microsoft store, which means they are "appx" programs, not exe files any more, therefore, it's not possible to get the excutable file for calculator and sound record.
Voice recorder should be part of the Windows 10 install.
Are you saying if you search via Cortana for Voice Recorder it doesn’t show up other than as a MS store app?
You should also be able to find it in the Apps list when right clicking the start button.
Check too for C:\Windows\system32\ for the Voice Recorder/Sound Recorder.exe file.
Shame that Voice recorder isn’t installed with Windows any longer.
Is MS store/gpedit.msc disabled via your company policy or is it a personal/home computer?
Also another way to open Voice recording is via Win + R keys to open the run command then type ms-callrecording://
