Special keyboard drivers are rare. The vast majority of Win7 systems will install drivers for the vast majority of keyboard varieties, and do not require special drivers. Specific keyboard drivers are only needed for special, non-standard keys.
If you plug in a standard USB wired keyboard to your laptop, you will see, in all likelihood that it works perfectly. When you plug it into a running system, you will note that Win7 notices the keyboard and installs its own driver for it, in a few moments and quite automatically.
Keyboard drivers would rarely be the cause of specific keys not working, like the ones you named.
The keyboard in your model Dell, is easily replaced. It is likely rather inexpensive. I would not be surprised if you found it for around $20 from Dell. I have replaced keyboards in Vostro models which appear to have the same keyboard. It is a matter of depressing 4 tabs, disconnecting a cable and the reverse. Time about 10 minutes. My cost was $13
