Where is the group policy for the TCP Global Parameters auto-tuning level? The new update 16299.402 changed it so that you cannot set it in the command prompt anymore. It gives the message "The above autotuninglevel setting is the result of Group Policy overriding any local configuration" but it does not tell you where it is in the group policy.

I am on 16299.402 and strangely enough, it works for me.
According to this Technet forum thread, you can see what group policy is causing this by using the command in an administrator session of Command Prompt called "GPRESULT /V": https://social.technet.microsoft.com/Forums/en-...
I recommend you have a look at chong601's answer in the forum thread, it's incredibly helpful. Remember that once you make the change, you must reboot.
