Adding a user to Windows 10 Home

I am trying to add a local account to Windows 10 Home for guests and am encountering quite a bit of difficulty.  The sequence that I keep turning up goes like this:

Select the Start Windows logo Start button button, then select Settings Gear-shaped Settings icon > Accounts > Family & other people > Add someone else to this PC.

Enter a user name, password, password hint, and then select Next.

The challenge is that, after clicking on the Accounts Icon, I do not get "Family & Other People" or "Add someone else to this PC" options.  I have been through dozens of screens and can find no reference to adding a person without a Microsoft or Google account (which requires me to know their passwords...don't want anything that complicated.  I just want people to be able to use the computer without getting into my personal stuff.)

I did succeed in adding a visitor (guest) account using command prompt some time ago.  Unfortunately, my personal account crashed, so the visitor account is my domain now.  I simply need to add an account, but it doesn't seem to be so simple.  

Sitting now after a half dozen YouTube tutorials and a dozen web articles strewn about.  

Can somebody share the secret?  It seems unnecessarily complicated to me.

    You'll need a stable Admin account to properly upgrade to the new version. It seems that what you may have done is renamed your Admin account since it's using a MS email account - is that your regular MS account email? If so you can rename it to your name in the online MS Account.

    If necessary try enabling the Hidden Administrator account to log into and set up a new Local Administrative Account to sign-into, move files over and set up, using whatever method given here that works: http://www.top-password.com/blog/4-ways-to-enab...

    To do this you'll need to access a Command Prompt in repair mode by one of these methods: https://www.tenforums.com/tutorials/2294-advanc.... If you don't have the password this may be limited to using the booted media.

    If necessary you can create Windows 10 Installation Media on another PC: http://windows.microsoft.com/en-us/windows-10/m...

    Insert media, boot it by powering up PC while pressing the BIOS Boot Menu Key: https://www.sysnative.com/forums/hardware-tutor...

    Choose the boot device as a UEFI device if offered. If the media won't boot you may need to enter BIOS/UEFI Setup (pressing key given in chart in link above) to turn off Fast Boot or Fast Startup first.

    After it loads, on second screen, choose Repair Your Computer, then Advanced Troubleshoot Options for Command Prompt.

    If this fails from the Troubleshoot Options try a Reset, saving files.
