Is it safe to click on the pop-up "Exchange Active Sync Policy Manager Broker"?  Is it necessary?  What does it do?  I don't want to disable any security, which is what most responses have suggested - I just want to know if I should let it loose on my computer!

Yes it is safe. This UAC control will always pop-up because there's a syncing process that will happen if you agree with it. However, it is not a threat.

I haven't yet seen any explanation of what this does - telling anyone that there is a syncing process totally avoids the question and does not define what it does and what we are getting involved in - is it a genuine MS initiated process? - why is it dangerous not to get involved if so why? It would be helpful if a clear response from someone with the knowledge would clear up this issue once and for all.

I didn't ask how to disable the pop-up - I know how to do that, but I don't want to reduce my security.  I just want to know if it is safe to click on the prompt when it pops up.  I'd like to know what the pop-up is for, and if I need to open it and follow the instructions.
