No. I don't what a Clean Install. I need do this to do some software testing on windows.I'd like work with MS guys to find what's the root cause since Issue can NOT be reproduced with 1709/1703 build.

Error message "Location is not available" pops up after push button reset to desktop. The desktop is totally blank out and I can not do anything except press "LWIN+R" to launch command prompt window.
