Windows dialer not recognising TAPI as telephone device

Our company use an IP office phone system which uses TAPI2 software to dial out using windows dialer. This is installed and then configured in 'Phone and modem' to our IP address.

Normally we then open dialer and select 'connect using', where the user extension number appears in a dropdown of several options (including pre-defined options).

The past couple of times I have tried to select 'connect usng' in dialer, I get the following message:

'Phone dialler was unable to find a telephone device or modem to use to dial voice calls. In control panel, double-click the modems icon to install anther telephone device to use for dialling calls.'

Before the most recent update, the 'connect using' menu could be accessed even without TAPI being installed.

What can be done to allow the installed TAPI telephone device to appear in the dialer window?
