Windows 10 Pro - Error 582 on a DISM.Exe /online /cleanup-image /restorehealth command

My computer recently got stuck in a boot up error code loop. I would get a PC has ran into a problem and needs to restart n boot up with a stop code of 0xc000021a then it would loop to a recovery screen and I would get windows system 32  ntoskrnlexe  error code 0xc00000e9. Finally got it to boot with driver signatures disabled. I have tried all advance restore options and nothing works.  Ran a sfc /scannow and it came back I had some corrupt files. When I ran DISM.exe /online /clean-image /restore health it got to 51% then came up an error 582 and says an illegal character was encountered for a multi byte character set this includes a lead byte without a succeeding trail byte for the unicode character set this includes characters 0xffff and 0xffffe.
