I'd suggest this free program as one alternative: Paint.NET, the open-source free image editing program. There's a ton of other options in the world, but that's the one I use.

Yeah their site has a boatload of advertisements to fund the site. Just ignore them and get the software itself. There's no ads in the product itself (thankfully) so those pay the cost of operating the site.
The program is also available in the MS Store app but it's about $2 there. I bought it because I love to support their great work but you can get it free from their website instead.
When I clicked on the recommended site, it came up with "free weather"?????????????
I went to their store and it said that I cannot get paint. I think it's because I have windows7 and to get windows 10 is not free anymore.
And don't feel obligated to jump to this one. There's literally hundreds of programs that can do this job.
