How to refresh Windows 10 without losing apps or data ?

My Windows 10 All in 1Dell started slowing and occasionally locking up a couple months ago.

The performance has degraded to the point that I have to hard power down when it locks up, it takes 20-30 minutes to power back up,

then it only operates for 15-20 minutes before freezing up and needing a hard power down.  The "reboot" option never appears when I go

to the settings.

I would like to reinstall Windows 10 only, and without losing any of my apps or data (I understand some may need to be reconfigured).

How do I do that?   I want to try the less invasive methods before I try a wipe-down.

I first noticed a problem about 2 months ago, when an overnight windows update failed without any appreciable message to help trouble-shoot.

    The only way to refresh without losing your apps is to perform a repair upgrade:

    If your Windows 10 installation is demonstrating unusual behavior such as built in apps not working or launching, you can perform a repair upgrade to fix the problem. A repair upgrade is the process of installing Windows 10 over the existing installation of Windows 10 on your hard disk, using your installation DVD or ISO file. Performing this can repair broken operating system files while preserving your personal files, settings and installed applications.
