Got it fixed, I started safe mode with network connection and left it like that for a while. Turns out it was just slow and not stuck.
Stuck at configuring updates, 35%
Yesterday I got notified that my C: Disk was getting full, so I deleted some of the reccomended files. Among those files were the old windows update files that hadn’t been used for over a week. Today when I started up my laptop again, the screen got stuck at configuring, first at 100%, then at 35% after I tried forcibly shutting it off. Tried to start in safe mode, but it’s stuck at the same place. Any ideas?

2019-02-18T06:49:04+00:00 I encountered the same issue (stuck at 35%) when I used Disk Cleanup to clear some recommended files. As others have mentioned, you can try starting in Safe Mode but most importantly, you just need to wait it out.
For reference, mine took abt 5.5hrs for the updates to finish and to get my Windows login page. Everything is working as per normal after that.

The best solution to this problem
After pressing the power button
Start by pressing the F8 button several times.
After the list of options appears
Choose from them
directory services restore mode
The device will work the fullest afterwards
Just reboot your computer

If so, please try the following:
Startup Repair
- Insert your Windows Installation Disc or Windows Repair Disc and boot from it. If you use the installation disc, press the tinty link at the bottom corner that says "Repair this computer".
2. You will be prompted to a window with a few actions. Select Startup Repair.
- It should automatically repair and you should be able to start Windows.
Ctrl-Alt-Del
Simply press the key combination Ctrl-Alt-Del on the Configuring Updates screen.if nothing happens, I suggest trying the System Repair method above.
