Wacom Tablet "Your device is not connected to your computer"

I have seen this question asked in many places, yet I have not been able to find a solution for my problem. I have been using a Wacom Cintiq 21UX for months with relatively few problems, aside from an occasional driver problem which is usually resolved by simply resetting my computer. However recently the monitor has not been properly tracking the cursor to the pen; I compare it to the Cintiq being like a giant track pad, and the pen is my finger moving the cursor as though it were a mouse. On top of that I have not been able to access the settings for the tablet; every time I click on it it says "Your device is not connected." It's not even appearing properly under Human Interface Devices in the device manager, only showing as a USB Input Device, rather than a Wacom Tablet. Under Bluetooth and other devices it is appearing as a mouse labeled "DTZ-2100."

I have reinstalled the drivers several times. I have updated the drivers. I have even went into services and restarted the Wacom Professional Services driver, but the problem persists. I have also gotten the dialogue boxes "The tablet driver is not responding," and "Drivers not found."

Around the time I had begun experiencing issues I had recently bought a wireless number pad, which is connected to my computer along with a wireless mouse through a USB hub. I had also briefly used a Wacom Intuos, which continues to work fine, while I was away on a trip. Though I think that my problems began after having already used these devices, could they be causing some kind of error? Is there anything else I could try?

    Well... It didn't work.

    Apparently it was just to do the same steps I've already done countless times, but in a very specific order.

    I am going to recommend you downgrade to Windows 10 1703.

    Yes, not the best news you want to hear. These feature updates are not thoroughly engineered and are rushed mostly to meet deadlines. They have become highly unnecessary in some instances. My opinion, focus on the apps and less on having the latest version of Windows. If your apps are working fine and you are getting your work done, minimize your need to jump on the latest release.

    Now, get ready to go back to your previous version. I recommend Windows 10 1703 because its the most stable and efficient release to date.

    Step 1: Go to another working computer with Internet access, download Windows 10 1703 from the following link:
