Unfortunately USB phones upload of photos to Windows 10 is unreliable. If you want to report this to Microsoft use the Feedback Hub app in Start Menu where developers are tasked to process consumer feedback. But Microsoft will not even see it here because this is a tech forums where we are mostly volunteers trying to help solve your problems.

You can install OneDrive app to your phone and share files using it to the built-in Onedrive in Windows 10. https://onedrive.live.com/about/en-us/

Thanks to all for helping with this Android to PC issue. I've read volumes from all links and finally realized the best way to connect is by swiping down from the top of the android cell phone.
It seems that as long as you have the proper cable attached, then just swipe down from the top of the android cell phone, then a variety of messages will appear. One message will always be "Android System to SD Card then For transferring photos and videos." Click on the message and you will be connected to the PC.
You can then go to the File Manager, click on the Moto Cell Phone and the contents of the cell phone will magically appear.
