In Microsoft Paint, hit CTRL + A to select all of the image. You can then right-click the selection, then navigate to Rotate > Flip horizontal, and that should mirror the image for you.

Step 1. Open the image in Microsoft Paint
Step 2. Press Control + A to select the entire image
Step 3. Click Copy or Press Control + C on your keyboard.
Step 4. Click outside of the image then use the anchors to resize the canvas, whether vertical or horizontal, depending on where the image will be place.
Step 5. Click Paste or press Control + V on your keyboard
Step 6. Click/Select the image the drag it beside or below the source image to align with it.
Step 7. Click Rotate then choose whether you want vertical or horizontal. See example.
