Outlook Express has been discontinued & doesn’t work on later versions of Windows - since Windows 7 - so will never be updated.
The email app is the newest way to access email but it is very basic.
There’s third party ways to get it to run but with every update to Windows it is removed.

Outlook Express is a part of Windows XP, so it is not supported now, no updates, sorry.
