Easiest way is to copy through File Explorer.
Put your CD in CD drive and attach USB drive.
Go to CD drive in File explorer, open it, do CTRL+A to select all files, drag these files to USB drive which will appear under This PC.

Hi Dean, you would need to create an image file (ISO) form the CD and then make a USB from that image file
Windows cannot do this itself, there is plenty of free software available on the web that can do this, like the free version of ISOCreator:
