External FAX Modem using a landline is no longer recognised after update 1803

The original update to 1803 produced problems with my connection of a Fax Modem using a landline.  By a lot of messing about I managed to re enable the facility, however the most recent Update has made my FAX unusable again without any resolution that I can find.   I had this sort of problem back in Win 8 (reinstalled a Win7 driver as the cure for many updates) but up until now I have not had any problems with Win 10,  the problem now is how to I stop Windows from assuming that any FAX is only sent via the internet, I assume this is the current problem as it was with Win8.   We do not all have the services of a Fax Server so need to use the old fashioned service, via a phone line, just like many 1,000,000s of small businesses.

           I am unable to re-install a Fax Modem Printer, the non functional connection was still shown in Printers etc but once removed it cannot now be reinstalled.  Yes, I removed the old fax printer and the modem because that is what cured the problem last time!  BUT NOT THIS TIME!.

    None of the "Answer" above was a solution to my problem having already tried all that so:-

    I have a copy of the 1703 build that I can dual boot, I always have a fall back position  to cover most contingencies, so I copied all the FX***** files from the older version which can be found in Windows/ System 32, *renamed all the existing ones to include the word old and then pasted in the 1703 version files.

    You may wonder why the use of "sfc /scannow" and even the use of DISM Tool to check for errors failed to find a problem, obviously not a corrupted file??

    *You will run into "permission" problems here and I used a piece of software called Take Ownershipto do so but some still could not be renamed so I ignored those and replaced the ones I could rename.  Fax now worked so the unreplaced files would not appear to be the problem.  I could have run a comparison between the old and new to see what was different, but I spend too much sorting out other problems so I am just happy that it worked

    I have copies of both sets of files if someone is interested enough to find the actual fault.

    I now await the next quarters build to see what happens.  1709 would not install so I had to do a total reinstall and if it happens again the air is going to turn black and a deadly invader will nuke Microsoft before being beaten off by the Avengers.

    Hi Johann

    1. No FAX machine, I send FAX from Ms Office Word 2010 using a FAX/TALK  MODEM (LSI Usb 2.0 Soft Modem) and the drivers are up to date.
    2. I have ran the Troubleshooter before asking for help.
    3. Fax and Scan is enabled but fails to show in Printers,  It can be launched from Windows Accessories but all setting are greyed out and Security Settings inactive
    4. Service is shown as a NETWORK SERVICE, which is wrong, and the option to changed it is greyed out and non functional

    This is a FAX SERVICE that is part of Windows obviously, and has functioned OK with Win 10 Pro since my first installation of Win 10    ---  I HAD THIS SORT OF PROBLEM BACK WITH WINDOWS 8 WHICH NEVER REALLY GOT FIXED PROPERLY UNTIL WIN 10, but now Microsoft have broken it again!

    What was changes were made to the FAX function with the 1803 Update?

    Fax machines work best if their driver was updated or their software was installed on your computer. To help us provide you a resolution, we'd like to ask you some questions:

    • What is the exact make and model of your fax machine?
    • Can you check the fax manufacturer's website for any latest driver updates?
    • Can you check if there’s a pending incoming/outbound job queue on your fax machine?
