Type control printers
Hit Enter
Right click printer, select Properties.
Go to Advanced tab.
Click Printing Defaults button.
Change the settings.

I need to set a network printer as the default printer for all users (several thousand) on a particular workstation. Thoughts?

Set it as a local policy on that machine.
Policy or registry setting can set default printer for all users.
