RAR files can be opened by 7z, In your screenshot, you have 7z which you need to select.
Microsoft Store also provides many apps to open RAR files. Just go to MS Store, type rar in Search and you would get options to download

The .rar file extension is the native format of WinRAR archiver. You can extract the said file using a third-party program like WinRAR or other RAR opener applications.
