I think the best decision for a NEW laptop having warranty is to repair it in a service or replace it.

I'm Diego Rios, an Independent Advisor willing to help other Microsoft customers.
I suggest you to follow the troubleshooting methods listed below:
1, Try to run the Apps troubleshooter to fix issues that may prevent app from working properly in the link below:
https://support.microsoft.com/en-us/help/402749...
If didn't work try the procedures below:
- Press Windows key + X, then select Control Panel.
- Search for Troubleshooting and click on Troubleshooting.
- On the left pane, click on View all and click on Power.
- Click on Next and follow the on-screen instruction to troubleshoot the issue.
If didn't work try the these steps:
Reset and restore the Power Plans to default.
- Press Windows key + X, then select Command Prompt (Admin).
- Type in the command:
powercfg –restoredefaultschemes and press Enter.
If the battery didn't charge, you can try to contact the manufacture in case you still got warranty on the equipment.
Also, check if the adapter is good condition, take out the battery from the device and turn on the computer, check the cables are plug in correctly.
Please let me know if this helped and works.
Best Regards,
Diego R.
