Very slow internet handshakes

Since, I think, the Fall update - there have been a rash coming in over the last four days - all my browsers either fail or are slow (minutes) in making connections.  Chrome just sleeps after I have clicked a link, Firefox says "performing TLS handshake" and then has a tea break and Edge behaves in the same way.  Then suddenly all is well for a couple more links and then they all go on strike again.

My ISP says they see no problem, speeds are fine for a few minutes when the link eventually loads. I've tried turning off the firewall, tried a reboot, tried resetting my modem/router.

    Hi cjr99,

    Please perform the troubleshooting steps that you haven't tried yet on this link on how to Fix network connection issues in Windows and see if the issue will persist.

    Let us know how it goes.

    I am back to cursing and swearing about the long handshakes/ time outs problem.  Some days are good and most days are bad. My ISP seems to have tried everything they can think of including giving me a static IP.

    I can't seem to find any driver relating to the PC. Internet connection is via USB and the wireless network adapter

    The problem did re-appear, however following some advice in my ISP users' forum which seemed to be related to an earlier Windows 10 update, the cause was then isolated to the DNS. Accordingly I changed from the BT (British Telecom) DNS to Open DNS but I seem to be unable to correctly flush the DNS cache, in that I don't get any message telling me that I succeeded.

    The present position is that sites that I use frequently load quickly, but old bookmarks require long handshakes. 

    Could you suggest a way to get ipconfig /flushdns to work? LATER This worked from the cmd prompt but not apparently from Run

    There is some connection between the Windows update and the DNS problem, but I leave that with you!

    I dutifully followed the list and slowly lost faith in your suggestions until I reached "using network reset should be the last step you try." Knowing that this would completely ruin my PC I gave it a go, logged the network back in, and it seems to be cured. I hestitate to confirm that it has worked, but all has been well for a couple of hours.

    Thank you very much, because I can now get back to the report that I was researching.  Let me use the word brilliant and many other compliments for your suggestion.

    I do reserve the right to abuse you tomorrow when this sad PC reverts to its previous nasty habit  :-)
