Go to start - settings - accounts - Sign in options.
Under face recognition click Improve Recognition.
This will change your picture.

2018-08-07T19:50:59+00:00 If at any time you want to stop using Windows Hello, you can open Start > Settings > Accounts > Sign-in options then click Remove under Windows Hello. You can also improve the accuracy of Windows Hello using the Improve recognition wizard.

2018-08-07T22:21:24+00:00 If you want to change the face, then the instructions are correct, you need to remove the current face, then setup a new one.
Or if there is another user, have them setup Windows Hello from within their own account.
