Blue border randomly appeared around active Internet browser window

I have a Surface Book. 

I was browsing the internet and all of a sudden the "Attached" message appeared on my screen (like it normally appears when I reattach my tablet) even though I had not moved my computer (it was sitting on a flat surface). All of a sudden the active window in the internet browser had a 1px blue outline. This appears in Chrome, Edge, etc, and only on the window I have open and no matter if I restart the computer/app/whatever. 

Can I make them go away? Why did they randomly appear?

    Hi Meiko27, that blue border means your device is going into Tablet Mode automatically for some unknown reason . . .

    Try this Registry Fix:

    Click your Start Button, type regedit and hit Enter to open the Registry Editor

    In the left pane navigate to:

    HKEY_CURRENT_USER\SOFTWARE/Microsoft\Windows\CurrentVersion\Immersiveshell

    On the right hand Pane:

    Double click TabletMode and set its value to 0

    Double click SignInMode and set its value to 1

    Restart the Device

    That's It!

     I totally think that is the problem with mine as well, but when I went to TabletMode the value was already set to 0 and the SignInMode was not there. Thank you in advance for all the help. I have a huge respect for tech experts on forums.

    Could you post a screenshot of what you are seeing? Because it sounds like the border padding has increased.
