Does anyone have a link to the latest version of Windows movie maker 2017 if they do please let me know.

Where did you see Windows Movie Maker 2017? Certainly not in the Windows Essentials program there you posted. Windows Essentials is no longer supported.
All Windows Essentials 2012 programs reach the end of support on January 10, 2017.

There is no such thing as Movie Maker 2017. The last version provided by Microsoft was Movie Maker 2012. If you see a later version, it's a bogus/scam copy and should be immediately uninstalled.
