I have recently been made aware that it is essential to filter blue light to avoid the possibility of early macular degeneration of the eyes from smartphones, tablets and laptop.
I have a Windows 7 laptop and wish to know if I can get a suitable free Blue Light Filter for it.

You should direct questions concerning the health of your eyes to your ophthalmologist.
You should be aware that although research to date has suggested that blue light may be a contributor to retinal damage, that connection has not been conclusively established.
If you're concerned about blue light, you can wear blue-filtering glasses, although you should be aware that not all products are equally effective, marketing claims notwithstanding. Again, your ophthalmologist is the best source of accurate information on this topic.
