the point of my question - the problem - is that cntrl-v, nor right click-paste, nor attempting select paste from the menu - DOESN'T WORK.  I can only select the image submenu or  the tools submenu or the shapes sumenu but these do not allow me to paste

    • see screenshot for for one of the paste options:...well, I was going to make screenshot but the effect I wanted to show is not in the screenshot

Seems to be ok for adding a picture to a new paint document, but when I attempt to add a a second or more pictures, I cannot.ctrl-v simply has no effect.

    Try this:

    1. Open mspaint.exe
    2. Press Ctrl+V to insert the picture into the top left corner.
    3. Use your mouse to drag the picture out of the way.
    4. Capture a new picture.
    5. Press Ctrl+V to insert the picture into the top left corner. You will now have two pictures side by side.
    6. Continue with Step 3 above.

If you follow my recipe exactly, without adding or omitting any steps, then it will work. To prove it I took a snapshot of the second paragraph in your reply and used Ctrl+V to paste it into mspaint. I then moved it down a bit, took a snapshot of your first paragraph and pasted it into mspaint. Here is the result:
