Max Payne is one of many disc based games that use SafeDisk copy protection. MS have an hatred for the driver used
by SafeDisk and have built a 'feature' into Win10 that prevents disc based games that use SafeDisk from launching.

Most affected games will install, but some will be blocked because they go through a disk check during install.
With these games you can sometimes install the game if you copy all files from the disc to a new folder on your desktop and
run the games setup from there.
- To run the game after you install it you will need to use a noCD fix/hack to circumvent MS's DRM Blocking 'feature'.
Use the fix that suits the version you have patched the game to (it's always best to patch the game to as high a version as possible)...
[EDIT: I just remembered. I bought this game from our local thrift shop for $1- a couple of months ago, but have only played it
for a few minutes to test.
I don't recall having to copy the files from disk for this particular game, but the game is is patched to 1.05 and
running using the 1.05 version noCD fix . ]

- If you do a search you may also find a community patch that fixes things left undone by Rockstar.
These often contain a noCD fix as well.
