Click your Start Button, type services and hit Enter
Find the 'Touch Keyboard and Handwriting panel service'
Double click that, set its Startup type to disabled and stop the service
That should permanently stop ctfmon . . .

Do you not use the Language bar?
If not:
Press Ctrl + Shift + Esc to open Task Manager
Click on the Startup Tab
See if ctfmon listed there
If so, select and click 'Disable'
Close Task Manager
Click your Start Button, type msconfig and hit Enter
When the System Configuration dialog opens, click on the Services Tab
Check the box marked 'Hide Microsoft Services'
In the remaining list, see if ctfmon listed there , uncheck if you find it
Click Apply and OK
Restart your System and this annoyance will be gone . . .
This had no effect since ctfmon.exe was not listed in either.
It only shows up in taskmanager under Background processes
