How to add a Cellular APN configration using Windows Configuration Designer

I want add a Cellular APN configuration by some kind of tool or command, which can implement the same result as Windows Settings->Network & Internet->Cellular->Advanced option->Add APN for a tablet and it contain SIM card.

I search in the web site, and I find maybe I can use Windows Configuration Designer to implement. And I follow the instruction of https://docs.microsoft.com/en-us/windows/configuration/provisioning-apn to create an EnterpriseAPNconfiguration, explore to ppkg and install it in the tablet, but it fail to install, I search the error in Event Viewer,

Application and Service Logs -> Microsoft -> Windows -> DeviceManagment-Enterprise-Diagnostics-Provider->Admin, the error code is 0x80070002.

Then I create a new cellular configuration with APN configure, no other configuration. This new ppkg can install successfully, but I can't see this configuration from Windows Settings->Network & Internet->Cellular->Advanced option.

So,  is there any other way I can add APN settings except using Windows Settings?

    Sorry for the inconvenience caused to you, Thank you so much for your valuable question please, If my understanding is right, I would suggest you to please see the below mentioned thread for error 0x80070002 once please (if not tried before) and see it if it helps.
