Windows 10 File transfer/copy speed INCREDIBLY SLOW

Hello. I have been having this problem for a while and have noticed others having a similar issue, but for some reason on Windows 10 file transfer speeds are appalling slow. I do a lot of photography, so the ability to quickly offload a large number of photos (and therefore a lot of data) is very important. I use CF cards rated for UDMA 7 (160 MB/s read) and SD cards rated for UHS-1 (104 MB/s read) over USB 3 (640 MB/s), however, for some reason file transfer speeds are incredibly slow, being around 10MB/s or lower depending on the circumstance. Most file transfers start at a reasonable speed (say somewhere between 50 MB/s and 100 MB/s) and then drop rapidly down to 10 MB/s or lower. I have tried numerous proposed solutions, including disabling Remote Differential Compression and disabling the Windows autotuning feature. I also have Windows Defender and Firewall disabled. As a point of reference, writing this I have a 60 GB file transfer in progress with an estimate at over 7 hours, giving a transfer speed of about 5 MB/s, despite being over USB 3 from a UDMA 7 CF card, which should only take around 10 minutes for this kind of file transfer.

I have tried these same cards and reader on other computers and not had this issue, it appears to be only on my personal computer.

These issues do not occur when moving files on the same drive, only when transferring between drives or devices.
