Active sync is incompatible with windows 7. What you need is the renamed windows 7 version called "windows mobile device center" found here : https://support.microsoft.com/en-us/help/931937/description-of-windows-mobile-device-center
If your device needs absolutely needs activesync 4.5 you might try installing windows xp mode and running active sync from there.
